POLICY

Advising Lawmakers and Testing Policy

We help policy makers understand how the business works and how the regulations they develop affect the supply, demand, distribution, and price of energy. Likewise, we help market participants understand how the ever-changing regulatory environment will impact the transportation energy industry and how to stay ahead of the curve.

The transportation energy industry is complicated

The policies that regulate the industry are just as complex. Our years of industry experience and rich network of contacts have prepared us to test and analyze developing policy. Stillwater Associates works to bring the transportation energy industry and regulators together to develop effective energy policy.

Federal transportation energy policy is shifting

Stillwater Associates are federal policy experts

Stillwater advises clients on federal regulations like the Renewable Fuels Standard (RFS), Clean Air Act (CAA), and Biomass-based Diesel Blender’s Tax Credit (BTC). We are also experts on new incentives defined in the Inflation Reduction Act (IRA) including tax credits for Sustainable Aviation Fuels (40B), Clean Fuels Production (45Z), Carbon Capture and Sequestration (45Q), and Clean Hydrogen Production (45V). These regulations and incentives govern how transportation fuels are refined, blended, marketed, and sold and will guide the transportation energy transition into the future.

State transportation energy policies focused on reducing carbon are expanding

Stillwater Associates are state regulatory specialists

Stillwater’s state regulatory expertise starts in California, but it doesn’t end there. The enactment of AB32, the California Global Warming Solutions Act, launched the Low Carbon Fuel Standard (LCFS) and the Cap-and-Trade (C&T) program. These programs, administered by California’s Air Resources Board (CARB), are the models for carbon reduction efforts in North America. Stillwater is a leading expert in state greenhouse gas (GHG) reduction regulations. In 2016, we launched Stillwater Publications to host our Stillwater LCFS Newsletter and California C&T Newsletter, subscription services dedicated to delivering our unique analysis on carbon reduction regulations in California and beyond.

Navigating the regulatory environment requires expert guidance

    Our experience runs deep

Stillwater’s subscription-based reporting and analysis is just the start. For clients who need a greater understanding of the specific federal and state carbon market dynamics at play for their business, Stillwater provides consulting services to deliver successful strategies to navigate the complicated and shifting regulatory environment. And for our government clients, we provide the transportation fuels expertise they need to create good policies.
