John joined Stillwater in 2025, bringing over 40 years of experience in the downstream oil sector, with deep expertise in refining, economics, and fuels policy.

He began at Texaco, and went on to hold senior roles at Tosco and ConocoPhlllips before retiring from Phillips 66 in 2024. Over the course of his career, he worked at numerous refining sites across the United States, including facilities in California, Washington State, New Jersey and Illinois. From 2006 until his retirement, he was based at Phillips 66’s Houston headquarters.

Throughout his career, John has held a wide range of leadership and technical positions spanning process engineering, refinery economics, strategic planning, project analysis and fuels policy. He has led teams of varying sizes, managed complex refining and economics initiatives, and served as a trusted advisor to executive leadership on fuels policy and regulatory strategy.

For the final 12 years of his career at Phillips 66, he lead the company’s U.S. environmental and fuels policy and compliance teams, representing the organization on key refining regulatory and climate issues. Under his leadership, his teams played a pivotal role in advancing balanced environmental and climate policy outcomes.

He holds a Bachelor of Science in Chemical Engineering and an MBA, and resides in Houston TX.
