Gordon Schremp

Senior Associate

Gordon Schremp recently concluded a 32-year career working for the California Energy Commission. During his time at the Energy Commission, he developed expertise in a variety of transportation energy topics related to: California crude oil production; refinery operations; marine terminal logistics; distribution terminal and refined product pipeline system operations; development of fuel supply balances; renewable fuel sources and requirements; and emergency fuel contingency planning. His responsibilities included providing advice to the Commissioners, Executive Officer, Governor’s Office, Legislature, state agencies, and various local government officials on policy and technical matters associated with the supply and price of transportation fuels in California, and the United States. He was responsible for dissecting the causes and determining potential impacts of temporary fuel supply disruptions resulting from unplanned refinery outages or interdiction of the petroleum product distribution infrastructure for media representatives and public officials. He periodically assessed California’s petroleum infrastructure to identify potential constraints that could impede adequate supplies of crude oil and refined products sufficient to meet anticipated demand over the next five years. Was also the lead Energy Commission technical analyst on studies to assess the viability of constructing a strategic fuels reserve to minimize the economic impacts of fuel price spikes on California consumers.

His other activities involved: assessments of transportation fuel, renewable and agricultural market trends that were used to develop the monthly webinar presentation for the Western States Coordination Group; being the principal author of the staff document that is the Transportation Fuels Office’s technical market assessment and outlook that contributed to the biennial Integrated Energy Policy Report; and participating as the sole representative of the California Energy Commission on the California Air Resources Board’s Low Carbon Fuels Standard Advisory Panel.

Most recently, he worked with the California Office of Emergency Services (CalOES) as the state’s technical lead for emergency transportation fuels preparedness and planning. Primary activity involved the development of the state’s emergency transportation fuel response plan and primary courses of action in response to a catastrophic earthquake in Southern California.
