Dr. Allison Bergquist

Senior Associate

Dr. Allison Bergquist has a broad range of experiences that span government, national security, oil and gas, and the environment. She is the founder and owner of River Basin, LLC, which specializes in energy security strategy. Her oil and gas experience was gained over six years at ExxonMobil and covers mainly downstream operations, business opportunity evaluation, strategic planning, environmental technology evaluation, fuels policy, and environmental compliance in refinery and chemical plants. She was particularly invested in understanding the Inflation Reduction Act (IRA) and working across business lines to determine business impacts of the policy. She was also focused on low carbon fuel standards in various states and at the national level.

She has a PhD in environmental engineering from the University of Illinois at Urbana Champaign, a Masters of Arts in Diplomacy from Norwich University and a Bachelor of Science in Geography from the United State Air Force Academy. Allison has extensive experience working in the national security field and has spent over 20 years as an intelligence officer in the Air Force, Navy and Department of Defense. She has completed multiple deployments and held numerous leadership positions, including two Commanding Officer tours. She currently holds the rank of Commander in the Navy reserves.

Allison lives in Boise and enjoys outdoor activities during all four seasons. Hiking, camping, and biking are some of her favorites. Her primary indoor hobby is quilting and she co-founded Vermont Quilt Design with her mom in 2007. She is a world traveler (for work and pleasure) and thoroughly enjoys visiting other places to learn about their culture and way of life.
