Stillwater Authors Paper on Petroleum and Renewable Fuels Supply Chain for BPC

As part of an effort to foster constructive dialogue and action on reforming the Renewable Fuel Standard (RFS), the Bipartisan Policy Center (BPC) Energy Project has released three of five commissioned background papers on the RFS. Stillwater Associates is proud to be part of this conversation by providing a white paper entitled Petroleum and Renewable Fuels Supply Chain. This paper is a primer on the transportation fuels distribution system, providing a detailed explanation of how petroleum and renewable fuels get from the refinery to the retail center. It lays out how the RFS impacts the supply chain, while detailing the complexity of the mandate. The paper also describes the standard’s implementation challenges, including the ethanol blend wall, the lack of cellulosic ethanol production, and the sale of fraudulent Renewable Identification Numbers (RINs).
